Why is it canonical?

In Defensor Pacis, Marsilius of Padua extends the thinking that rejected papal control over the Italian peninsula and in doing so establishes an early approach to the concept of sovereignty. Arguing that the scripture provides no basis for the church to maintain political control over subjects and that such control rests in the hands of secular powers (preferably in a republican system), Marsilius had significant impact on the voices of the Reformation that came after his work.
